President Yoon Suk-yeol on Wednesday visited the southeastern cities of Pohang and Gyeongju that were hit by super typhoon Hinnamnor and designated them special disaster zones.
Victims in Pohang will be eligible for financial support in recovery work and other relief assistance.
One tragedy in particular stood out. Six residents of an apartment complex in Pohang drowned when they rushed to the underground parking lot on Tuesday to retrieve their vehicles as rain water poured into the cellars.

They had been told by the apartment's management office to drive their vehicles to the ground level.
Two others managed to remain above water for 14 hours by hanging on to ceiling ducts.
