People caught without face masks or wearing them improperly on public transportation will face fine of up to W100,000 starting Nov. 13 (US$1=W1,169).
Mask refuseniks in hospitals, bars and other high-risk facilities will face the same penalty.
The government said officials will initially only remind citizens to abide by face-mask regulations, but those who fail to comply will be fined.
Children under 14, the mentally disabled and patients with conditions like asthma that make it difficult for them to wear masks will be exempt.
A government spokesman added that the rules will be flexibly applied in swimming pools, public bath houses and other venues where they are practically impossible to enforce.
