The central government has distributed 2,000 controversial electronic tags to local governments for breakers of self-quarantine.
As of Sunday, 286 out of nearly 40,000 people in self-quarantine had violated quarantine orders.
Violators can only be tagged with their consent, but those who refuse will be put in a state-run facility at their own expense, so they essentially have no choice.
Meanwhile, the number of confirmed coronavirus cases reached 10,752 as of Tuesday morning, up 14 from a day earlier.
Despite a reduction of new infections, Jeong Eun-kyeong, the chief of the Korea Centers for Disease Control and Prevention, urged people to stay alert.
"The virus is still raging. We can't relax yet," she said.
