The employment market remains sluggish despite the government's efforts to boost jobs. The country added 317,000 new jobs last month from a year ago, bringing the total number of people working to nearly 26.6 million last year, according to an annual report released by Statistics Korea on Wednesday.
New jobs increased at the government's target rate of 300,000 per month, but the number of unemployed in 2017 reached nearly 1.03 million, the highest level since related data was first compiled in 2000.
Employment rose in wholesale and retail sales, construction, and health and social welfare services, while it fell in manufacturing.
The youth unemployment rate in 2017 edged up to 9.9 percent, the highest level since data was first compiled in 2000. The overall unemployment rate stood at 3.7 percent.
