China's top nuclear envoy Wu Dawei arrived in Seoul on Tuesday and met with his South Korean counterpart Wi Sung-lac to discuss the resumption of six-party talks about North Korea's nuclear program.
"The six-party nuclear talks are an effective mechanism for denuclearization and maintaining peace in Northeast Asia," Wu told reporters after their meeting. "To ensure that it can play the role, South Korea and North Korea need to hold talks, followed by dialogue between the U.S. and North Korea at an appropriate time. The six-party talks should resume afterwards."
A government official said that shows Wu supports the three-stage plan Seoul is pursuing.
Wu meets Foreign Minister Kim Sung-hwan and chief presidential secretary for national security Chun Young-woo on Wednesday. Asked whether he was carrying a message from North Korea, Wu responded, "I am Chinese. Why would I be conveying the position of North Korea?"
Wu, a former ambassador to South Korea, also plans to meet both ruling and opposition party lawmakers here.
