N.Korea to Build Light Water Nuclear Plant

    North Korea announced a plan to develop a light water nuclear reactor powered solely by self-produced nuclear fuel sometime within the next decade.

    Pyongyang's state news agency said the move was a reaction to international sanctions against the country, which it claims are hampering the regime's efforts to improve living conditions in North Korea.

    The announcement follows the communist state's declaration released in September last year in which it announced the country had succeeded in a uranium enrichment test.

    The report also mentioned the success of the North's two nuclear tests and a launch of the satellite Gwangmyungsung-2, saying that these were in response to the U.S.' policies on North Korea.

    The commentary, which comes ahead of the 2nd session of the 12th Supreme People's Assembly slated for April 9, also denounced external observation and reporting about leader Kim Jong-il's failing health and the country's dire economic situation.

    The agency called reports released by the U.S., South Korea and Japan a "black propaganda campaign" that aims to mislead public opinion by tarnishing the image of the North Korean government.

    Experts say the commentary seems to be a continuation from last week which charged defectors and South Korean-based media outlets as participating in "smear campaigns."
