The number of North Korean defectors to the South rose 10 percent in 2008 to 2,809. With the Lee Myung-bak administration's more welcoming stance on dealing with North Korean refugees, as many as 3,000 had been predicted.

However, Chinese authorities stepped up border controls around the Beijing Olympics in August and transfer to South Korea slowed in the second-half of last year. There are over 15,000 North Korean defectors in the South.
