Oil prices will not rise before the latter half of next year, OPEC Secretary General Abdalla El-Badri said Saturday right after an unofficial meeting of OPEC oil ministers in Cairo. OPEC postponed the scheduled announcement of an additional cut in oil production to next month.

OPEC president Chakib Khelil, the Algerian oil minister, said the decision will have to wait until the meeting in Algeria scheduled on Dec. 17, adding that ministers on Saturday agreed to take measures to balance demand and supply of crude oil.
