The U.S. secretary of state says the U.S. has initialed an agreement with North Korea on the verification of the North's nuclear program, which will have to be signed by all members of the six-party talks.
Condoleezza Rice in a press conference Wednesday said getting the approval and signatures of the members of the multilateral dialogue will be a key focus in next month's negotiations.
The two sides have been struggling to agree on a verification system since the North handed over a nuclear declaration in June. Washington has demanded that the system include environmental sampling at the North's nuclear facilities. It is said the two countries' chief nuclear negotiators plan to meet next week before the multilateral dialogue.
