First Administrative Reform Bill in Parliament Monday
Grand National Party lawmaker Kwon Kyung-seok of the National Assembly Public Administration and Security Committee will submit a draft special law on reform of the local administrative system to parliament on Monday. Kwon on Sunday said the bill envisages maintaining the current metropolitan and provincial systems but will integrate cities, counties and districts into 50-60 administrative units on their own initiatives.

Administrative reform was included in the 100 policy tasks set out recently by the government. This is the first bill on administrative reform to be submitted to the house.

The draft envisages helping integrate all 25 autonomous districts in Seoul into four or five "integrated districts" taking their population sizes and geographical conditions into account. The mayor of Seoul and chiefs of the integrated districts will be elected by popular vote. Meanwhile, the existing districts will be turned into "administrative districts" that will only fulfill administrative functions, and their chiefs will be appointed.

The current metropolitan system would be maintained, but all districts inside metropolitan cities would be turned into administrative districts.
