Seoul¡¯s 30-year-old high school district system is to be overhauled with a view to giving pupils a wider choice of schools, the Seoul Metropolitan Office of Education said Tuesday. The current system has 11 geographical groups of high schools in Seoul and only allows pupils to choose from schools within their residential zone. Under the new system, which would expand the number of groups from 11 to 31, they will be able to apply to schools outside their districts.
The new system will start from 2010, when pupils now in their second year of middle school will enter high school. Under the plan, all third-year middle school students will have a choice of high schools, and most will be allotted one from their selection. In the first round, students will be allowed to choose any two schools in Seoul, and the schools will recruit 20 to 30 percent of students in the first round. Those who are not chosen in the first phase will then pick two schools among 11 districts near their neighborhood, and the schools will again fill up 30 to 40 percent of students in this stage. Those who are still left out after two rounds will be randomly allotted to a school near their home.
