The disabled will receive special pension payouts starting in 2011, and from 2012, TV networks will have to supply subtitles for more than 90 percent of programs.
In a meeting at the government complex in Sejongro, Seoul chaired by Prime Minister Han Seung-soo on Wednesday, the government unveiled a third five-year comprehensive plan for the disabled that envisages 58 tasks in welfare, education and culture, economic activities, and social participation for the disabled to be achieved by 2012.
For welfare, a basic pension system for severely handicapped people who cannot earn a proper income will be implemented in 2011. In addition, the central and local governments, public corporations, and semi-governmental organizations will hire more disabled people, increasing the quota from 2 to 3 percent.
To expand educational opportunities, the government will provide disabled kindergarteners and students with special education staff and educational materials.
To improve social participation, subsidies will be given to bus companies when they buy low-floor buses so the disabled can use city buses with greater ease.
However, a government official said ˇ°the most daunting taskˇ± is to secure the necessary budget of about W8.8 trillion (US$1=W1,016) for the next five years.
