The Seoul metropolitan government plans to charge drivers a W4,000 toll each time they park at large buildings around Myungdong and Jongno (US$1=W1,047).
The measure is aimed at discouraging people from driving to major department stores downtown as this leads to huge traffic jams not only on weekends but during weekdays as well.
Before this measure is enforced the city plans to implement a system where cars are banned from parking in department stores downtown depending on the day of the week and the last digits on their license plates. If the traffic flow does not decrease over three months the city will begin charging drivers the toll.
But it remains to be seen whether this measure will be enforced due to the huge numbers of complaints it is generating among Seoul residents.
