Presidential spokesman Lee Dong-kwan said on Friday while the government is closely monitoring the situation, Seoul does not believe North Korea wants to sour ties with the South.
The missile launch comes after North Korea expelled South Korean officials working at the Kaesong Industrial Complex possibly over comments by government officials in Seoul.
The South's Unification Minister Kim Ha-joong had said it would be difficult to expand the complex unless Pyongyang abandons its nuclear arsenal.
