The annual job growth figure took a nosedive last month, hitting its record low since 2005.
Announcing February's employment figures on Wednesday, the National Statistical Office said 210,000 more people held down jobs than a year before.
That falls far short of the government's goal to put 350,000 more people on payrolls each year.
Job creation was a good deal rosier last summer when growth topped 300,000 for two consecutive months.
The census office blamed the lackluster growth on people's hesitance to seek jobs during the winter months and the Lunar New Year holidays.
