Human Rights Commission Releases Prison Beating Video
A video clip released by the National Human Rights Commission shows a prison guard using force against an inmate.
The National Human Rights Commission of Korea has made public a video clip of an Anyang Prison guard beating an inmate after the prison rejected the commission's call for the guard to be disciplined.

"Even though it is clear that the prison guard beat the prisoner, Anyang Prison has refused to discipline the guard. Therefore, the NHRC has decided to release the video clip and let Korean citizens as a third party decide whether the incident is abuse or not," the human rights watchdog said on Sunday.

Last month, Anyang Prison said that while it may sound as if the guard violated the inmate's human rights, the incident was not significant enough to require discipline. Following the incident, the prison's guards were made to take human rights training, the prison added.

"It seems that the prisoner exaggerated the prison guard's actions, such as patting the prisoner on the shoulder to cheer him up and using some improper words," the prison said. The guard denied the NHRC's allegation that he slapped the prisoner, identified only as Park, on the cheek.

In the 50 second video clip released by the NHRC, the guard can be seen talking with Park, beating him on the shoulders, grabbing him by the nape of the neck and dragging him for 10 seconds. The guard also calls Park a troublemaker and beats him as Park protests.

Park's father raised the issue with the NHRC in March after seeing his son's swollen face.
