Halloran wrote in the Washington Times that the North had been trying to get acknowledged as a nuclear power like India and Pakistan by the five other nations in six-way nuclear talks since it conducted a nuclear test last October. He predicted the North Korean leader will urge South Korean President Roh Moo-hyun to recognize the North’s right to possess nuclear weapons.
