China's chief negotiator in multilateral talks on North Korea¡¯s nuclear program said Monday he would propose setting up a standing team of experts from the six participating countries. ¡°Each country will look into the issue of establishing an expert panel,¡± Wu Dawei told Japanese reporters in Beijing. ¡°China has already made a list of experts.¡±

Wu said he would propose that the next round of the talks, scheduled to start on Nov. 9, adjourns after three days and resumes once the APEC forum in Busan on Nov. 18-19 is over. He said he hoped the talks would then reconvene before the year is out.

The vice foreign minister said bilateral contacts among participants would begin Tuesday. He added it was premature to expect results.

Wu said at the top of the agenda for this round, the fifth, would be deciding what comes first: a civilian light-water reactor North Korea wants the U.S. to provide or Pyongyang¡¯s abandonment of its nuclear programs. Resolving that issue requires efforts from each country, he added.
