Arab League Holds Second Day of Talks with Iraqi Leaders

Arab League Secretary-General Amr Moussa has held a second day of meetings in Baghdad with Iraqi leaders to help promote reconciliation efforts among Iraq's divided communities.

Mr. Moussa said Friday he had extended his two-day visit to continue discussions on an Arab League proposal to hold an Iraqi reconciliation conference in Cairo.

Some groups that met with the Arab leader expressed support for the meeting, while others set conditions for participating in the November 15 conference, including a demand that a timetable for withdrawal of foreign troops be set before talks begin.

Separately, the commander of U.S. forces in Baghdad says it may take up to two years for the Iraqi army to be able to operate on its own. Major General William Webster said the troops lack support systems necessary to provide them with fuel, ammunition and spare parts.
