North Korea's chief delegate to the six-party nuclear talks says the United States should allow Pyongyang to have a nuclear program for peaceful purposes.
Upon returning from Beijing after 13 days of negotiations, North Korea's Vice Foreign Minister Kim Kye-gwan told China's Xinhua News Agency that Washington should change its policy on prohibiting a peaceful nuclear program if it wants to make substantial progress on the nuclear issue.
Although difficulties remain in the negotiations, the North Korean official said the latest round was significant as it established the groundwork for future talks.
