U.S. Draft Resolution Condemns N.K. Abductions
A U.S. hardliner on Thursday introduced to both U.S. houses a resolution condemning North Korea's kidnapping of South Korean and Japanese citizens and demanding the return of abductees and South Korean POWs.

Henry Hyde, the chairman of the House International Relations Committee, introduced to Congress and Senate the resolution that would condemn kidnappings of South Koreans such as that of the Rev. Kim Dong-shik as acts of terrorism and grave violations of human rights. The draft resolution also says North Korea must not be taken off the State Department's list of states sponsoring terrorism until the kidnapping issue has been resolved.

The resolution enumerates about 20 abductions by North Korea over the years, and says that while a resolution to the North Korean nuclear dispute is important, grave human rights concerns including the kidnapping issue must form part of negotiations with Pyongyang

About North Korea's forcible repatriation of South Korean POW Han Man-taek from China, the resolution pointed out that Beijing wasn't able to exercise sovereign control over its territory with teams of North Korean agents operating freely on Chinese territory.
