Koreas Agree Ministerial Talks but Stall Over Nukes
Seoul's 'Important Proposal': the Plot Thickens
Ending four days of vice-ministerial discussions, North and South Korea on Thursday fixed June 21 to 24 for ministerial-level talks in Seoul and agreed that Seoul will start sending 200,000 tons of fertilizer the North urgently needs on May 21.

The two sides also agreed that a delegation the South will dispatch to a ceremony in Pyongyang marking the fifth anniversary of the June 15 Joint Declaration can be headed by an official of ministerial rank.

But there was no mention of North Korea¡¯s nuclear dispute in the final statement agreed by the two delegations led by South Korean Deputy Minister of Unification Rhee Bong-jo and Kim Man-gil, deputy director at the North's Reunification Secretariat.

¡°This year, which marks the fifth anniversary of the June 15 Joint Declaration, we¡¯ve agreed to work for improvement of the North-South relationship and for peace on the Korean Peninsula in accordance with the wishes of the entire Korean people and the basic spirit of the Joint Declaration.¡±
