North Korea has offered to return a South Korean fisherman who crossed the sea border last week despite warning shots from South Korea's military.

South Korea's Unification Ministry says Pyongyang sent a message Saturday to Seoul saying it will hand over the fisherman, Hwang Hong-Ryon, on Monday.

Mr. Hwang reportedly was intoxicated while steering his boat into North Korean waters.
