North Apparently Cancels Cabinet Talks
South Korea says cabinet-level talks with North Korea are not likely to take place this week as planned, following the mass defection of North Koreans to the South last week.

Unification Ministry officials tell reporters the North has effectively canceled the talks, which were scheduled to open Tuesday in Seoul. South Korea has asked North Korea to clarify whether it intends to come to the talks, but officials say there has been no response.

Last week, Pyongyang said the South would pay dearly for what it called the kidnapping of more than 450 North Koreans.

The North Koreans were flown to the South Tuesday and Wednesday from a third country believed to be Vietnam. They all had fled their homeland.
