Ham made a phone call from his house in Hyosung-dong, Incheon, to the National Assembly at approximately 3:30 p.m. The man insisted, "Working class people are living such hard lives, while lawmakers are not doing their jobs properly while getting fat because all they do is eat." In addition, he claimed, "I will kill three fat lawmakers, regardless of their party, by September," and eventually was charged with intimidation.

"I watched National Assembly interpellations on TV yesterday, and I was unhappy with what I saw," noted the man in the police station. "I think I unknowingly made the call when I was drunk," he added.
