WASHINGTON D.C. -- U.S. President George W. Bush approved for the first time a negotiation proposal made for North Korea that would provide immediate assistance once North Korea promises to dismantle its nuclear programs, the New York Times reported Wednesday.
The incentives include provisions such as once North Korean leader Kim Jong Il promises to dismantle both its plutonium and uranium weaponry programs, Korea, China, Japan and Russia would immediately supply thousands of tons of heavy fuel oil every month and the United States would provide a provisional guarantee not to invade North Korea or seek to topple Kim Jong Il¡¯s government, the newspaper reported.
The Times said that once Kim offered the commitment, Washington would begin direct talks about lifting a broad array of economic sanctions and providing longer term energy aid and retraining of nuclear scientists.
