President Roh Moo-hyun, who had his powers as president restored by today's Constitutional Court decision on his impeachment, plans to comprehensively apologize for the division in national opinion through a special statement to be given Saturday. Roh plans to stress reconciliation and cooperation in his statement and announce his intention to concentrate on economic recovery.

Cheong Wa Dae spokesman Yoon Tai-young said in an opinion statement after the impeachment decision, "Before the people and history, we humbly accept the decision." Roh will entrust the prime minister with handling much of internal affairs, while he himself will concentrate on working out a compromise between management and labor, creating jobs, ending official corruption, and furthering regional autonomy and balanced development.

A high-ranking ruling party official said, "In the future, national affairs will be conducted on the basis of dialogue and compromise, and the party line will be pragmatism." To get his second presidency ready, Roh plans on shuffling his presidential secretaries on May 17 and shuffling his cabinet around June 20.

Meanwhile, the Justice Department is considering plans to issue special pardons on Buddha's Birthday (May 26) to six individuals, including former National Intelligence Service head Lim Dong-won, for their involvement in illegally sending money to North Korea.
