North Korea, in a commentary carried by the official Korean Central News Agency(KCNA) Tuesday, offered to refrain from producing nuclear weapons as a "bold concession" to rekindle talks over its arms programs.
While claiming that the United States had "ignored our earnest effort to reopen the six-way talks" and "pursued the humiliation of disarmament that would come with giving up our nuclear capabilities first," the statement then went on to say the North is "willing to freeze our nuclear activities."

"In exchange, the United States must remove us from its list of terror sponsoring nations, withdraw its political, economic, and military sanctions, and implement energy aid such as oil and electricity together with neighboring nations."
"Whether or not the next six-way talks get back on track lies entirely on the American attitude towards to talks," it said.
