N Korea Voices Plan to Apply Own Laws to Nuclear Reactor Building Site
Pyeongyang has announced that it will apply North Korean laws to a construction site for nuclear reactors in the communist country's northeast region of Gumho.

A government official confirmed in Seoul that North Korea said during a high-level meeting with experts of the Korean Peninsula Energy Development Organization or KEDO that roads at the site would be subject to its laws.

The official said it was not clear whether this means North Korean authorities plan to enter the project grounds or if it means a crack down on traffic law violations or in fact any contact between South and North Koreans.

KEDO is rejecting the claim, saying it goes against a 1996 agreement with the communist state guaranteeing consular protection for personnel involved in building nuclear power generators in the area.
