Roh Retreats From 'Further Steps'
President Roh Moo-hyun did indicate at the Korea-Japan summit that he would reject measures other than dialogue in the course of solving the North Korean nuclear issue, the Cheong Wa Dae spokesman Yoon Tai-young said Tuesday.

Yoon said Roh had conveyed strong intentions at the meeting. The president said the parties had to prevent the possibility of an insecure, unstable situation developing because of the use of force, and rely on dialogue as much as possible to solve the crisis, according to Yoon.

Japanese Prime Minister Junichiro Koizumi and other political leaders understood Roh's position, Yoon said. Still, it is sure to spark controversy, as it indicates that Korea may refuse to go along if the United States and Japan impose sanctions on North Korea to help solve the crisis.
