US Dismisses Offer for Non-aggression Talks

The United States said Friday (local time) it would not renegotiate the 1994 agreement that originally froze North Korea's nuclear development. In a press briefing, the US Statement Department's spokesman Richard Boucher said the issue is not about non-aggression, but whether North Korea will verifiably dismantle its uranium enrichment program.

"It doesn't start by saying let's go back to the bargaining table and start giving away things whatever the value, whatever the importance in exchange for North Korea agreeing to abide by commitments previously made. Our intention is that we have no intention to sit down and bargain again," he added.

Boucher also made it clear that Washington is seeking a peaceful solution in cooperation with allies and added it doesn't intend to invade the North. The State Department's announcement is in response to a news conference Friday by North Korea's ambassador to China.

Choi Jin Su said Pyongyang was willing to discuss its nuclear program with the US and the International Atomic Energy Agency, but insisted that concluding a non-aggression pact was the only way to defuse the nuclear crisis.
