Prior to sitting down for talks with President Kim, President-elect Roh Moo-hyun vowed to form a stable Cabinet at the Millennium Democratic Party's election campaign office, Monday. Roh said under his administration, the president will spearhead reforms at hand, while the prime minister will be in charge of managing state affairs.

Until now the prime minister's position has remained mostly a symbolic post. Roh also made it clear that he would stick to his earlier pledge to give the political party that wins the 2004 local elections the right to appoint the prime minister.

He urged the Grand National Party to cooperate in introducing the new system.
