Grand National Party presidential candidate Lee Hoi-chang pledged that his administration would enforce a Blind Trust System in which all government officials would have to entrust their property to a selected financial institute from the beginning of their term, and if elected he would donate all of his assets to the poor.
Lee told reporters Sunday, he would institute a system that prevents the root of corruption, announcing seven political reforms. The blind trust is a system the US adopts and reflects that he would not allow high ranking officials, including ministers and vice-ministers, and chief presidential secretaries, to freely sell or buy stocks.
He also pledged to immediately step down as president should he or his family members be found to be involved in corruption during his tenure, and if elected would appoint a special prosecutor for fair and thorough investigations in to scandals related to public funds, wiretapping and electronic surveillance.
Lee announced he would organize a People's Committee for Political Reform to push for a constitutional revision of the current presidential system after winning the people's consent. He promised to present practical ways for political reform, ban political revenge, exclude current members of GNP in the new administration, and end discussions on constitutional revision during his tenure. He also said, "If the best way for the revision comes out, I will proceed the constitutional revision even if it shortens my tenure."
Millennium Democratic Party presidential candidate Roh Moo-hyun told a news conference in Daejeon, he would select a site for a new administrative capital in Chungcheong Province in the first year of his administration, and construct it during his term. He added he will move the National Assembly as well as Cheong Wa Dae and central governmental bodies to the new administrative capital.
Roh wooed Daejeon voters by promising to start purchasing land within two to three years after one year of establishing a proposal and site selection, and to complete visible measures, including infrastructure build-up and the construction of government buildings, within his tenure.
"For the construction of an administrative capital, I will install a Committee for the Construction of New Administrative Capital and place its organizing committee in Daejeon government building," said Roh, who also promised to cut the mandatory military service term from the current 26 months to 22 months.
