The Millennium Democratic Party and the National Alliance 21 signed an agreement pledging MDP presidential candidate Roh Mu-hyun and NA21 chairman Chung Mong-joon's cooperation for the presidential election campaign Friday. The two parties agreed to promote a constitutional revision for a "decentralized presidential system" from the 17th session of National Assembly in 2004, and the plan would be included in both parties' campaign promises for Assemblymen election in 2004.
Lee Sang-bae, chairman of the policy coordination committee for the opposition Grand National Party, called the collaboration between Roh and Chung a revival of the collusive deal made between Kim Dae-jung and Kim Jong-pil five years ago, claiming that they are deceiving the nation by advocating political reform while making collusive agreement themselves.
