Government Finalizes Anti-Terror Bill

The government finalized its anti-terror bill at a weekly cabinet meeting Tuesday chaired by President Kim Dae-jung. Under new legislation, submitted to the National Assembly for approval those committing or assisting in terrorist activity will face a minimum two-year jail sentence.

The bill calls for at least a 10-year jail term for heads of terrorist networks and a maximum sentence of death or life imprisonment for terrorists mounting biological or chemical attacks. The term "acts of terror" has also been broadened to include those who knowingly have links with terrorist finances.

The comprehensive anti-terror plan comes amid government efforts to protect the country from possible terrorist attacks in the run-up to next year's World Cup soccer finals co-hosted by Korea and Japan.
