UN Security Council Says N.Korea Bypassing Sanctions

    North Korea continues to develop nuclear weapons and ballistic missiles while coming up with increasingly ingenious ruses to bypass international sanctions, the UN Security Council said in a report Monday.

    The North "continued to seek material and technology for these programs overseas," it warned, and accused China of looking the other way while North Korea violates UNSC resolutions.

    The North surreptitiously exports coal, sells fishing rights, engages in cyberattacks on foreign financial institutions and smuggles in fuel in defiance of international surveillance.

    One diplomatic source said, "The money and materials secured that way are being used to maintain North Korea's nuclear and missile programs. The U.S. UN Security Council believe such illicit activities would be impossible without the help of China."

    Beijing tried to suppress evidence showing that Chinese businesses violated sanctions by buying fishing rights from North Korea, and pressured the UNSC not to include the issue in the report.

    When asked if vessels suspected of violating international sanctions entered Chinese waters, China claimed such ships have not entered its ports since last year.
