Students are poised to sue their universities for a tuition-fee refund after the coronavirus epidemic pushed their classes online.
Eight out of 10 universities are only teaching classes online.
A national network of students at 32 universities including the top ones are preparing to file a complaint against universities and the Education Ministry.
"Part of the tuition fees should be considered unlawful profit because universities have failed to fulfill their contract that obligates them to let students use school facilities to do research, tests and experiments and other student activities," it said in a statement.
"Universities that have been giving egregiously substandard online classes have the duty to compensate students whose rights to education they have violated," it added.
