Seoul wants to send a cheering squad to Pyongyang for the second round of Asian qualifiers between the two Koreas on Oct. 15 for the 2022 FIFA World Cup.
The Unification Ministry said the squad could include a senior official or two if North Korea agrees.
"Sending a cheering squad requires negotiations between the two Koreas," Lee Sang-min at the ministry told reporters. "We will come out with concrete plans after consultations with the Korea Football Association and other agencies."
On Monday, North Korean officials assured representatives of the Asian Football Confederation that they will provide the same treatment to the South Korean national football team as to any others.
That suggests they could fly the South Korean national flag and play the South Korean national anthem in the stadium.
But the two sides need to negotiate what size the cheering squad should be, how they should travel, and where they will stay, and no talks have taken place so far as North Korea gives the South the cold shoulder.
