North Korea will hold local ballots on July 21 to elect some 28,000 members of local people's assemblies, the official Rodong Sinmun daily said Tuesday.

The sham elections, which are held every four years, follow elections to the rubber-stamp Supreme People's Assembly in March.

Local assembly members are hand-picked for a four-year term and meet once or twice a year to work out budget and law enforcement plans for each region and elect chairmen and vice chairmen of the people's committees.

A researcher at a government-funded think tank here said, "The regime is expected to further consolidate Kim Jong-un's position by reshuffling local authorities after doing the same at the central government, while tightening controls in the wake of the collapse of the second U.S.-North Korea summit in Hanoi."
