Japan once again insists on a flimsy territorial claim to Korea's Dokdo islets in a new diplomatic Bluebook published Tuesday.
Japanese Foreign Minister Taro Kono briefed the Cabinet on the new annual foreign policy report.
The Bluebook claims that Dokdo belongs to Japan and Korea occupies it illegally.
On the issue of naming the waters between Korea and Japan, which Korea calls the East Sea, the report argues, "The only internationally established name is the Sea of Japan, and Korea's opposition is baseless."
A phrase that described South Korea as "the most important country that shares strategic benefits with Japan" has been deleted.
