South and North Korean officials met in the truce village of Panmunjom on Thursday morning to discuss an inter-Korean summit scheduled for April 27.
The meeting was postponed a day at a last-minute request from the North on Wednesday. Unification Ministry spokesperson Baik Tae-hyun told reporters on Wednesday, "Pyongyang gave no details on why it was delaying the talks."
This is not the first time in recent days that Pyongyang has abruptly changed agreed schedules.
In January, Pyongyang suddenly delayed a trip by an advance team led by Hyon Song-wol, the head of the Samjiyon Orchestra, to South Korea, apparently incensed by press reports about her. It also canceled a joint concert at the Mt. Kumgang resort that the two Koreas had agreed to hold in February.
Last weekend, it changed the start time of a concert by South Korean singers in Pyongyang several times.
Seoul sees the fresh delay simply as a matter of practical business, not as an intentional tactic to gain an advantage from unpredictability.
