Some 3,195 juveniles were convicted of sex offenses last year, Justice Ministry data show, the first time their number exceeded 3,000.
The number has risen from 2,901 in 2013, but the total number of juvenile convicts under 19 dwindled from 100,891 in 2013 to 87,403 last year.
A Justice Ministry official said, "We are considering various measures to alleviate public concerns over increasingly violent crimes committed by juveniles, including lowering the age limit for harsh sentences and strengthening the probation system for minors."
The figures were revealed by Minjoo Party lawmaker Back Hye-ryun on Sunday.
