Court Again Refuses Arrest Warrant for Choi Soon-sil's Daughter

    The Seoul Central District Court on Tuesday again refused to issue an arrest warrant for the daughter of ex-President Park Geun-hye's confidante Choi Soon-sil.

    Judge Kwon Soon-ho explained that the court sees no need to detain Chung Yoo-ra given her level of involvement in the corruption scandal that brought Park down.

    Prosecutors argued that Chung, who is thought to have been a major beneficiary of her mother and Park's extortion racket, played a key role in wrangling illegal favors from the prestigious Ewha Womans University and concealing criminal proceeds. Chung has pleaded ignorance and blamed her mother for everything.

    Prosecutors presented evidence of Chung speaking to Park several times on her mother's mobile phone although she has denied more than a passing acquaintance with the ex-president, and that she tried to obtain Maltese citizenship while in detention in Denmark.

    But the court said none of that is sufficient evidence that she presents a flight risk now or is likely to destroy evidence.

    Lee Kyung-jae, Chung's attorney, claimed she is only a small cog in the case.
