Court Refuses Arrest Warrant for Presidential Flunkey

      A Seoul court on Tuesday rejected the independent counsel's application for an arrest warrant for former presidential secretary Woo Byung-woo, who is accused of leading the cover-up in the crony scandal.

      But the court said there is insufficient evidence for the charges at this point.

      It was a major setback for the counsel, whose initial mandate expires next week.

      He was accused charges of ordering staff to block an official auditor from probing him and meddling in the personnel affairs of other government agencies with the connivance of President Park Geun-hye's crony Choi Soon-sil.

      But the counsel failed to prove their connection after Woo told a National Assembly hearing in December last year he had never met Choi.
