China Makes Plans for N.Korean Regime Collapse

The Chinese army has drawn up a detailed contingency plan in case of a regime collapse in North Korea, including closer monitoring along the border and the creation of refugee camps, Japan's Kyodo News reported Sunday.

In the internal report prepared last summer, the People's Liberation Army notes a possible "offensive by foreign forces" leading to the collapse of internal controls in North Korea and millions of refugees.

In that event the report recommends "engaging in reconnaissance," "inspecting" the refugees flooding across the border, and "blocking" high-risk North Koreans from entering China.
