University Reform to Reduce Students by 160,000

The government plans a radical reform of universities that includes slashing the number of freshmen from the current 559,000 a year to 398,000 by 2023, the Ministry of Education said Tuesday.

The number of students that universities accept each year will be reduced in three evaluations of school management and course programs over nine years. Schools that receive the lowest rating for two consecutive instances will automatically be shut down.

The first round of evaluations to cut 40,000 places by 2017 will begin in November this year.
