The United States said North Korea's food shortages are limited to certain regions and do not constitute a food crisis.
Local media reports on Monday cited a paper by the U.S. Congressional Research Service earlier this month as showing that the lack of food could be termed chronic as of the middle of this year, but falls short of reaching the "crisis" level.
It added that while the U.S. is not considering providing food aid to the North at the present time, Seoul could offer aid to help thaw long-frozen ties between the two Koreas.
The paper said the U.S. has provided over U.S.$13 billion in aid to North Korea since 1995.
