The Seoul Metropolitan Government is considering measures to reimburse foreign tourists who are ripped off starting as early as June, it said on Tuesday.
Money for the program would likely come from the Seoul Tourism Association, the Korea Association of Travel Agents and the Visit Korea Committee.
An average of 150 cases are reported by foreigners each year to the Korea Tourism Organization and the city-run Dasan Call Center, but there are believed to be many more that go unreported.
"The compensation measures are the city's declaration of its will to root out rip-offs," a city official said.
