Korea saw the heaviest snowfall this winter between Sunday afternoon and Monday morning. Seoul saw about 16.5 cm of snow, the most in about a decade.
People were clearing snow from the streets and sidewalks as soon as it fell amid a nationwide campaign to prevent a repeat of last month's frequent injuries from slipping on icy pavements.

Most provincial governments have made it compulsory for people to clear snow from the streets in front of their homes or stores, but it lacks binding force without fines for failure to do so.
A total of 67,286 people including volunteers and public workers joined the campaign in the capital's 25 districts on Sunday and Monday.
