The government is taking measures to restrict energy consumption until Feb. 22, amid fears of a possible power shortage this winter.

In energy-guzzling buildings, indoor temperatures are limited to no higher than 20 degrees Celsius, and businesses must keep their doors closed while running a heater. Violators face up to W3 million in fines (US$1=W1,064).
